Le norme, le procedure e le istituzioni che garantiscono i diritti umani fondamentali nell’Unione europea, o quello che potrebbe essere chiamato panorama dei diritti fondamentali dell’Unione europea, è un sistema a più livelli, che copre le organizzazioni locali, nazionali e internazionali, questo ultimo include la stessa UE, il Consiglio d’Europa, l’Organizzazione per la Sicurezza e la cooperazione in Europa (OSCE) e le Nazioni Unite (ONU). In questo intricato sistema e di rete, tutti i livelli contribuiscono al miglioramento complessivo dei diritti fondamentali.
